Those Scandinavians are some really nice people. Having been there often leaves no doubt in my mind. What surprised me was Spain. They are at 23 right above Portugal and one below the Czechs; they are a little hot headed but wow...then go done just a little further to find what is positioned at 32.

what is fair play?

It's FIFA's / UEFA's way of determining what could be called "attactive football" and/or "respect for the opponent/referee" or whatever label you use to mean "the beautiful game."

In this case, someone from the UEFA officialdom grades the teams "nicities" during a match, and each team is given a grade on a 10-point scale (which actually goes to several decimal places).

The actual calcuation is given here, which is the Champions League rules, with the Fair Play calculation as Appendix V. http://www.uefa.com/newsfiles/19071.pdf

The average score for all games played by one country's club teams are then averaged. Then UEFA Cup spots are awarded. Usually, the country finishing #1 in the Fair Play points race gets a spot, then all other countries with values of 8.0 or above are put into a pot to draw two or three more spots.

So in the list posted by crismerz09, (if that was the final tally), #1 Sweden would get a UEFA Cup spot, then #2 Norway through #11 France go into a pot to draw more spots.

The acutal UEFA Cup spots go the the club team from those countries with the highest Fair Play point averages.
