I can name two Mexican U-20 players who can do that: Gio & Vela.

However, yes I understand the point that you're making and agree with you wholeheartedly that he's earned a shot at playing for EL TRI (so long as he doesn't ask for money, and it doesn't appear that he will). Besides, we don't lose anything by calling him up; because if he doesn't live up to the hype, then he just will get cut and, as a result screw himself over because he'll be ineligible to play for any other country.
