View Full Version : Ruling on Keeper playing with feet, then hands (NCAA)

My question is directed towards NCAA rules. Can a keeper play a ball with his/her feet, bring it back into the penalty area then pick it up with his/her hands for distribution, providing that it wasn't a passback from their own team. Someone I know in college said that it's illegal in NCAA but as far as I remember it was legal. I've seen it in High School and in the Premier League but I wasn't sure about NCAA and I can't find a ruling on it within the NCAA site.

In quite possibly my least helpful post of the week, I'm going to note that this IS acceptable under FIFA/USSF. The keeper's playing the ball with his feet, whether inside or outside the PA, does nothing wrt the keeper offenses. If a passback, it's a passback regardless of whether the keeper picked it up in the PA or received outside the PA (without hands) then picked up in the PA. Same for second touch (dribbling outside then back in doesn't reset), same for six seconds, same for throw-in.

It would kind of surprise me if this were different under NCAA rules, but I actually know nothing about them, and you probably know the FIFA/USSF position already which is why you're asking re: NCAA. So just ignore me if you need to. :)

Ctsoccer, there is no difference between NCAA rules regarding GK restrictions between FIFA/USSF, NFHS.

The only difference is in the uniform requirements, by NCAA 06/07 rules the GK's socks must be a different color from the opponents socks, and the GK's uniform must have a number on it, and the GK is allowed 1 substitution re-entry in each period of play.

I especially like the stuff about socks. glad to see they use their time wisely.

I've been told that NCAA rules are pretty close to FIFA with a few exceptions and as long as you factor in that NCAA is acting as a "league" (so they codify things that your local or professional league would generally handle), no major problems.

The timing rules are the big difference - they do have a "TV time out" and a visible clock is used (so discretionary time add-ons isn't in the cards). They also have some carding differences (but then so do many leagues)

BC you are spot on, the only "Big" difference is "time" management.

Clock is actually stopped by the Referee for Injuries, Goals, Cards, and when the team in the lead subs during the final 5 min. Clock restarts when the ball is put into play. The rules require a "visible" clock and a clock operator. The period is over when the clock expires and the horn sounds.
