The referee in the Manchester United-Celtic Champions League game on Wednesday, Lubos Michel of Slovakia, added no stoppage time to the first half, even though there were four goals and a substitution. Is this unusual?

There was also no stoppage time added to the first half of the Liverpool-PSV game on Tuesday by Massimo Busacca of Switzerland, but that half had no goals or subs, so that didn't strike me as being so strange.

I can't speak for the rest of the world but in the US, we are taught to add time for UNUSUAL delays. Normal subsitutions are part of the game and are not considered time lost. The Laws require us to consider all delays but the amount of time we add is up to us so adding zero time because there were no unusual delays is normal.

really? i had always heard that 30 seconds for each substitution and each goal was fairly standard, plus additional for actual injuries.

obviously, it rests in the CRs disrection and generally calls for some rounding up or down.

In those games, substitutions are NOT unusual occurrances, so there's no need to add time for them. In games with limited (fixed number) of subs you would add time.

USSF Advice to Referees, 2006 (newest) verision, which applies to all referees. Section 7.2 Adding time.
"The main objective should be to restore playing time to the match which is lost due to excessively prolonged or unusual stoppages. The IFAB has strongly urged referees to take fully into account time lost due to injurys."
