I think Walter has Mexican citizenship so he no longer counts as an extranjero.

The rule, if I'm not mistaken, is 5 on the team and maximum of 3 foreigners on the field. Naturilized ones like Zinha, etc, don't count as far as this rule.

If you notice its the same thing South Americans do in Europe by getting their Passport there.

As far as I know gaitan did not go forward with his naturalization process after the whole national team fiasco. Also, the rule was that only 4 non mexican born players were allowed in el DF, so naturalized guys would still count against it. But, the rule is no longer in effect, as of atleast a year ago I believe.
