So ? How did the tradition of wearing stars, to represent world cup wins, above the federation logo on the NT jersey come to be ?

and who was the first NT to adapt it ?

I think England was the last to show their star as I've only seen them with it in the last few years.

I noticed Brazil has the three stars above their logo even as early as 1974. I did not know what they meant until after WC 1994 when they added their forth.

and I noticed Bayner Munich have taken to putting 3 stars on their unis as well....what does that mean?

It reflects multiple numbers of championships in the Bundesliga.
