Czech republic (Skoda) ,Russia (lada) or yugoslavia (yugo).
Toyota, Honda, Nissan, Subaru...gotta be Japan.

I voted for Germany anyway, despite the fact newer Mercedes are garbage, Japan makes better cars.

Tie between Germany and the US.
Skoda's actually aren't terrible cars, I saw several dealerships in Germany, they're certainly not as bad as Yugo's and Ladas anyway (then again, there were also Citroen dealerships in Germany).

It depends on what "best" means. Best bang for your bucks: Japan.

Germany... although France does make some really nice cars (Peugot and Citroen)

What's defined as 'best'? If your aiming at reliability and technical inovation, it's definetely Japan. In some way the French cars drive very smoothly, and design is offcourse something the Italian top in. But wheras the Italian cars suck in reliability, the Japanese aren't that good in design (altough they are learning), Germany has the best score overall. In the end it's just about what the customers want. For instance, if someone wants a 'driverscar', the exterior isn't that important.
