I would think that England would wear white because then both teams could wear their "home" kit. That makes the most sense, England in white, Portugal in Maroon.

Colours for the game
England: White shirts, navy blue shorts, white socks
Portugal: Port red shirts, port red shorts, port red socks

Portugal's home kit is red, and England's home kit is white, so obviously England will be wearing red...
