I just read in the stadium rules that no camera's are allowed. Is this really the case? I would hate to not have pictures of the games I'm going to...especially the Brasil vs. Croatia game

No, you are allowed cameras.
You just can't have big telephoto lenses on them, nor are you allowed video cameras.
The photos you take are meant to be for "personal use".

From terms and conditions:
"6.
Ticket holders are not permitted to record (except for private purposes), transmit, or in any other manner disseminate over the internet or any other media, including mobile devices, any sound, image, description, or results of the Event, in whole or in part, or assist any other person(s) conducting such activities, without the prior written consent of the OC . No equipment or devices capable of being used for any such activities shall be brought into any Stadium, without the prior written consent of the OC.
7.
Photographs or images taken by Ticket holders whilst attending an Event match may only be used for personal, non commercial purposes, and must not be commercially exploited in any manner by any entity, without the prior written consent of the OC.
"
Not a specific exclusion for video cameras, but I guess they could be covered by clause 6.

You can bring cameras or video cameras, as long as it's for private purpose. The legal wording is there in case you disseminate your video on the Internet, they can go after you because it says so in the rules.
I had my video camera for WC98 in France. No problem, except that carrying it around was a pain.

No way there are def not going to allow vid cams. They ran guys with them outside the stadium and said tough luck at euro 2004 and rest assured they will not allow it this time around. Even cameras with video recording function are questioned, just say no its cheap and they ll let you go, it is volunteers after all. but what im doign to bring mine into the stadium is to hide it within my costume and big hat.

I guess things are changed since '98.
Of course they're afraid that you will sell the videos, and will tell you that it's "for security reasons".
Now, let me read the article again. It says...
"...any sound, image, description, or results of the Event, in whole or in part... No equipment or devices capable of being used for any such activities shall be brought into any Stadium, without the prior written consent of the OC."
No mention of video here!
"Photographs or images taken by Ticket holders whilst attending an Event match may only be used for personal, non commercial purposes".
What's the difference between a photograph and an image?
Can someone please read the German text and see if that wasn't badly translated by any chance? Maybe by "images", they really mean "videos".

This is from the FIFA fan website
"Please consider this: when visiting the games, take only the absolute necessary like your papers and money. Having little with you means avoiding hard times at the security checks and queuing in line at the storage desk of the stadium. Leave your luggage either in the hotel or the car or lock it in a luggage box at the train station. You are allowed to take pictures, as long as they are made only for your personal use. Forget about the tele – it will not be allowed in the stadium so you might just leave it at the hotel.
Stadium law says that video cameras are forbidden, as well as big size back packs and bags. There are plans of setting up containers around the stadium near the entrances, where all things not allowed inside can be stored and picked up afterwards. "
Now personally I would not be particularly comfortable leaving my video camera in some container, as it is bound to get stolen.
Some of the high end camera phones can now take some decentish quality video and they will not stop you taking your phone with you.

This is what I copied from the stadium regulations for '06 cup
n) Cameras or any video or audio recording equipment (unless prior
consent has been issued by the 2006 FIFA World Cup Organising
Committee Germany)

These days most digital camera's have decent video capability, so if you want to shoot just simple video of the crowd going crazy after a goal, or the fans chanting in unision, i'm sure you can sneak off a few seconds on your digital camera, or heck even your celly phone.. those Razr shoot really nice video.
