Yes they can,
I just logged in to CCS and the radio button for resale is active for tickets that I was alloated during the first conditional program.

Not necessarily. For tickets bought from resale this radio button is also active but when you try to resale it you will get an error.

In short you never know until you try.

Do you get the error as soon as you start the resale process, or at the end?

Good to know, but Im still guessing that tickets from conditonal program can be resold.

At the very end. Once you click final confirmation button.

I think the same but my point is: we can not judge based on radio button availability.

I have also successfully resold tickets from the first conditional ticket program. No errors, no problems.

I have a related question:

I was signed up for conditionals in 2 games only..

I now have tickets to both those games through regular sales..

So what happens? Should I cancel the condtionals?

Will they be cancelled automatically ?

Can I get allocated double and transfer one to a mate ?

"Basically, participants in the conditional ticket programme can also apply for tickets without restrictions within sales phases 3 to 5 for the 2006 FIFA World Cup™. The regulations regarding ticket types, dates and quantities continue to apply for purchased tickets. This means that the purchase of tickets during sales phases 3 to 5 may mean that one or more of the matches from your selection in the conditional ticket programme can no longer be considered during allocation."

You might as well cancell and get your refund process ASAP.
