"Israel has been deemed off limits to visiting foreign sides by UEFA due to the volatile security situation in the region. But international friendlies do not fall under the jurisdiction of European soccer's governing body."

A club from Armenia (Ararat) ran into some problems because they would not allow their players to travel to Israel. Thus, the club was banned for one year by the Armenian FA.

Props to the Moldovans.
BTW, why are the French afraid of playing in Israel?
After all, the "genius" Chirac isn't afraid of the PLO or Saddam, so why not come to Tel-Aviv?

UEFA has prohibited such games. So in a Euro qualifier, France couldn't play in Israel even if it wanted to.
Of course, we could see if France would take up the offer to play a friendly in Israel...

Didn't Israel beat France in a qualifier and prevent them from making it to WC '94?

That is correct. The score was tied 2:2 and France needed just a draw to qualify for the World Cup in the United States of America. Then Ronny Rosenthal dribbled through the French backline and passed to Maccabi Haifa superstar, Reuven Atar who sent a rocket into the net helping the Bulgarians clinch a spot in the World Cup and the French packing.
