No. UEFA's bidding criteria states clearly that the tournament will be for 16 teams - http://www.uefa.com/newsfiles/279728.pdf#search='euro%202012%2024%20teams' - on page 5 under Tournament Format.

Besides, 24 teams is a poor number for a tournament as you either have 8 groups of 3 with only the winner advancing or 6 groups of 4 with some 3rd place teams advancing.

24 is a poor number of teams for a tournament. You either have four groups of six which is too many games, or six groups of four which means some third place teams scrape through, and you get an extra round. It would dilute the quality of the tournament.

One of the great things about the European Championships is that it's hard from day one, there are very few teams there to make the numbers up and most groups are groups of death. Each group has two or three potential winners.
