If you are buying on ebay, you need to follow the ususl rules...ensure the feedback of the seller is postive and ideally above 20 ish.
watch out for any auction where the seller wants you to contact him though another email address (i.e not their ebay email address) this will enevitably mean that they have hi-jacked someone else's account. unfortunately, this is very common on ebay. Basically, they hi-jack an account for cover then when you email them, they will offer you a really cheap buy-it-now price (too good to be true) and when you send the money they are off and all you can do is complain to the original account holder who knows nothing about the auction. Not happened to me personally but it definatley happens
been watching tickets on ebay alot and you should be able to pick up a half decent match for bout 100 pounds
anyway, good luck,

Be careful with paypal too - if paypal realizes the money is for a WC ticket, they are likely to limit/freeze the seller's account because they consider wc tickets "pre-sale" items (up until you have the actual hard-copy ticket). If you're the buyer, you & the seller will have to work out a different payment method. I suggest escrow.com, which costs $25 but if it's for a $900 pair of tickets (like I paid for Nürnberg round-of-16), it's worth it for the security.

Is this only Ebay UK? Isn't it one large company? What about the US site?

The European Union doesn't call the shots for US economic policy. eBay.com (US) will be unafffected.
