Quote from customer service page:
There will be a further resale and ticket transfer phase from 01.05.2006.
Aren't they printing and shipping tickets in April? Then how on earth am i going to transfer my ticket when it's already printed, and delivered?

Remember there is a chip - all they have to do is cancel your old ticket and print you a new one... so you can have two but one will not work... or just not do anything about whats on your ticket but transfer the embedded information - which would mean no ID check...

Printing an additional ticket would be asking for trouble...There would be a lot of bad tickets entering the market that way. I don't think FIFA will do that.
If FIFA can adjust information of a ticket via the chip, this implies no personal data is actually stored on the chip, but probably only a unique ID. This ID is linked to personal details (last name, passport nr.) at the gates, which should match the passport you are carrying. This would imply that one can only be checked electronically.

This is how they do it (from the FIFA site):
"If you have already received your tickets or if your tickets have already been printed at the time of the application for a transfer or are already in the post, you must exchange the tickets received before entering the stadium at one of the twelve Stadium Ticket Centers of FIFA WM 2006™. This is only possible in the Stadium Ticket Centers in question on days without a game. The tickets already sent to you are blocked for entry by transfer to other persons.
Only the orderer or a person authorised by him in writing is entitled to exchange the old ticket against the one issued for the new spectator. The orderer must be able to prove his identity. An attorney must produce not only the power of attorney and the ticket to be replaced, but also a copy of the orderer's identity card or passport.
If, when buying the tickets, you are asked to collect your tickets at the Stadium Ticket Center, you will automatically be given the tickets transferred to another person upon collection."
Huge pain in the a** if you ask me.
