I don't know the whole story, and maybe Englishref can help us out, but this article is humorous, especially the last line:

Ah good old Jeff. Jeff think it's his mission to air his opinion on anything controversial that happens in the PL or in Europe involving an English team. And Sky are only too willing to pay him for his opinions, which means we never hear the end of him.

His rant this week was in the aftermath of the WBA vs Chelski game, in which Chelski players continually surrounded referee Mark Halsey en-masse, and Mourinho and Bryan Robson had to be seperated by stewards in the technical area after Didier Drogba tried to get Jonathan Greening sent off.

I happen to like listening to Jeff Winter. He is neither pro or anti referees, but he has an opinion on everything they do.

Don't get me wrong, he's useful. He does give a more unbiased opinion on the latest controversy. It's just that he never stops. If he just spoke when there was major controversy, it'd be ok. But he is determined to get himself on any TV station that will allow him to air his views almost every weekend at the moment.

Read his book Who's the B****D in Black ....not good reading but gives some light into his opinion on anything....I still do not know how he got to be a top referee
