Has to be Parker. Parker is a midfield player. King is a CB, plays at CB week-in-week-out as does Rio. King played really well against the Poles and was brilliant but when he played against Argentina he was dubious and was caught a few times. Simply not his natural poistion. Carrick isn’t ready yet.
Although some of the Neville loving (anti-football) contingent would like to see:

Even Brazil play with defensive midfielders. Hell they even play with two. I can't think of a world cup winning side that hasn't played with defensive midfielders.
I'd suggest Hargreaves, Carrick or Parker. But Sven hasn't got the bottle anyway.

Well, Kleberson was a defensive midfielder for Brazil in the last World Cup, and he's anything but a typical hard man physical defensive midfielder...

Carrick is not ready? He is more ready than Parker. The only big question with Carrick is whether his lack of physical play and aggression would be a problem at International level, especially if he has a lightweight tackler like Lampard playing in front of him.
If he is fit for the next England match, I'm sure he will be called up.
I have not seen any evidence to suggest that Parker is tactically disciplined enough or technically capable of sitting in front of the back 4. I dread to think of the number of fouls, loose passes and number of times he would be dragged out of position.
He is a very good and aggressive player when he's given license to drive forward, but that is not required in this role.

Lightweight is a very fair comment to make. Which is why Chelsea need class like Makelele and Spurs make do with over-rated players like Carrick. ;)

For all of the abuse Nicky Butt has received over the years, he was your best player at the last World Cup and key to your progress. That is the type of player England needs. Not pretty, but effective and allows the other midfielders to play. That is Parker. England do not need yet another good passing player to further muddle the midfield. That is what Carrick would do, plus defensively he isn't fit to tie Parker's laces.

I agree that England need someone similar to Nicky Butt - albeit a better allround player than him. However Parker is nowhere near as tactically disciplined, or in Butt's case aware of his own limitations, as that.
In terms of reading the play, keeping possession and making interceptions Parker is not fit to tie Carrick's bootlaces. And all of these qualities are just as key for that position at the top level as being able to run a lot and tackle, if not more so. Carrick will never be as aggressive as Parker or make hard tackles, but in the top level of International football that has never been as important, it is a different game to the Premiership.
In any case Ledley King is the best solution out there right now, he is better as a centreback but has a full season's experience of playing in midfield and did very well in the Poland game. The Argentina game was harder, although I would take that as a learning experience.

Of course Lampard is lightweight when it comes to tackling, I'm sure he would admit it. Not saying he is a bad tackler, its just not a strength for him.

What if you play diamond in midfield?
Also isn't performing for Bayern Munich good enough to get you into the England team?Or atleast the squad. You guys give more of a chance to someone playing for a middle placed EPL side rather than someone winning titles every season for one of the biggest clubs on the planet.

I think Rio deserves a chance to play the DM role. He's mobile, he's aggressive, he could control the game. I'm among those that think that the best 11 players should play, and putting Rio in the DM position would help make that happen. Something like this maybe:
