View Full Version : Foreign Birth Certificates / Hispanic & Latino Population

The South Carolina High School League does not accept foreign birth certificates, and thus many of our Hispanic/Latino students are ineligible to play high school soccer. The SCHSL only accepts passports/alien cards and two other official documents that make a foreinger "legal".:confused:
I'm wondering what other states allow? I'm interested in proposing legislation to allow the foreign birth certificates, since that's where the passport and other 'legal' documents garner their information.

NC is open I believe...
It is so easy to do whatever you want, a lot of ppl (like myself) transfer schools for soccer...

We have had in the last two years players on our hs and club teams with birth certificates from Brasil, Chile, Mexico and Costa Rica. Teams are in Denver, Colorado.
Some of these players are exchange students, some are US citizens, one was born to American parents while travelling abroad, but has a south american birth certificate.

Are you talking about high school play or USSF affiliated youth teams? USSF has very specific rules about birth certificates, which, generally speaking, allow use of foreign birth certificates that have been translated into English to establish a player's actual birthdate. I am not aware of high schools requiring a birth certificate in order to play sports, so long as they are enrolled in high school.

Most schools really don't care and if the player is very good, they really really don't care. This is not just a Latino situation. There are many immigrants/players, Serbs, Poles, Congolese, Russians, etc. that have foreign birth certificates and no passports. In St. Louis there is a large Bosnian community and there are many Bosnians playing in high school. Their parents (in spite of both parents working and many being undocumented etc.) took the time to fill out the forms and provide the documentation.
There is not an issue of a birth certificate, etc. it is just an issue of the parents taking time to get it done. Too many parents want someone else to do the work for them.

Don't know about high school. Our local league requires a passport or green card in addition to a foreign birth certificate.
