The appropriation of matches among cities is very odd (source is the FIFA match schedule). Germany will be in A1 (announced) and will play in Munich, Dortmund, and Berlin. There is one other team that also plays in Munich, Dortmund, and Berlin: F1.
If you assume:
1) Berlin and Munich are the two "big match cities" (they host the opening match and final)
2) Brazil is the other huge "draw" showcase team
Then it seems likely they will slot Brazil in F1.
Interestingly, only one other team also plays in both Berlin and Munich (their third city is Stuttgart): H3. As someone who wants to see U.S. matches in both Berlin and Munich -- H3 is the lotto ticket.

That's quite an interesting theory, and I wouldn't be surprised if you were proven right on Friday. It's not the first time I've read about this kind of thing.

It's been hinted at and, I still think, actually mentioned once by FIFA. At the time it was with the caveat that Brazil qualify. Of course they ended up qualifying.
There are some links to the hints but I haven't recently been able to find the outright mention of this that was on their site at one point.

The real reason is that by Brazil (as F1) and Germany (as A1) are assured, assuming they finish first in their groups, of not meeting in the knockout rounds until the final.
