"Toronto is the front-runner, we could stay at 13 for 2007, expand after that or expand to 14 in '07," Ivan Gazidis, the league's deputy commissioner, said yesterday in a telephone interview. "We want to get the right stadium, owner and market and will continue to be conservative."
So we could see just one expansion team next year!

Also read another thing between the lines: staying at 13 teams implies that there won't be contracting the quakes or kc.; most people asuume this already but I had this weirdly bad feeling about the fate of the two teams before I read this.

I didn't read it as expansion for next year.

It's not really clear but I took it to mean that the number of teams in the league would expand to 13 in 2007 or, if a suitable investor steps forward in another candidate city, could expand to 14 in 2007.
