Ottawa, Ontario - The Canadian Soccer Association and its partners - Maple Leaf Sports & Entertainment (MLSE), the Ontario and Federal Governments as well as the City of Toronto - have been given the approval of Toronto City’s Council to construct a 20,000 seat soccer-specific stadium on the grounds of Exhibition Place.

City council voted 25 to 13 in favour of the stadium project.

'I applaud the council for acting in the best interest of the City of Toronto, for a wide variety of community groups and all Torontonians in general. The stadium and its construction will create jobs, drive economic development and tourism, and create a larger stage for Toronto to hold international sports and entertainment events. It will also support further growth for soccer in Canada,' said Richard Peddie, President of MLSE.

'We look forward to working with the three levels of government as we prepare for construction of the stadium in early 2006 and while we finalize our franchise agreement with Major League Soccer.'

The $62.8-million stadium is being built specifically for the staging of the FIFA World Youth Championship - Canada 2007 that will kickoff in July 2007 in Montreal, Ottawa, Toronto, Edmonton, Vancouver and Victoria and will be the largest single-sport event ever held in Canada.

The biennial event is second only to the FIFA World Cup™ in size and scope and will showcase the most talented under-20 soccer players in the world. The tournament has been the coming-out party for some of the game’s top players - Maradona, Saviola, Raúl, Marco Van Basten, Luis Figo, Rui Costa, Thierry Henry, Adriano, Roberto Carlos, Bebeto and Dunga as well as Canada’s Craig Forrest and many members of the current Men’s World Cup Team including Julian de Guzman, Paul Stalteri, Atiba Hutchinson and Iain Hume.

The facility will also be a regular home for both the Men’s and Women’s National Teams as well as a home for thousands of players in the Greater Toronto Area. The City of Toronto-owned stadium will have an air-filled bubble erected over the playing surface during the winter months, guaranteeing a minimum of 100 days of community usage throughout the year.

The city council vote now paves the way for the stadium be the home of Toronto’s newest professional sports franchise.

Major League Soccer (MLS) Commissioner Don Garber announced on October 11, 2005 that Maple Leafs Sports & Entertainment had been granted the exclusive rights through October 31, 2005 to negotiate an agreement to acquire the rights to a Major League Soccer expansion team that will commence play in Toronto in 2007.

'Toronto would be an excellent addition to Major League Soccer under the leadership of Maple Leaf Sports & Entertainment, one of the preeminent sports and entertainment companies in the world,' Commissioner Garber said. 'We are enthusiastic about bringing an MLS team to Toronto and are prepared to host the 2008 All-Star Game and an MLS Cup in Toronto by 2012.'

Funding for the project will be come from a number of sources.

The Federal Government, through Infrastructure Canada, has agreed to contribute $27-million while the Ontario Government has committed a further $8-million.

MLSE has agreed to pay a total of $18-million ($8-million toward the construction and a further $10-million to secure the naming rights for the stadium). The group has also agreed to provide a $2-million guarantee against operational losses.

The City of Toronto will contribute $9.8-million and will own the stadium. In the agreement struck with the City of Toronto, Exhibition Place, the CSA, and MLSE in mid-October, the sports and entertainment company would be responsible for the management of the facility.

Great, great news, especially for those of us in Toronto.

I was live at this council meeting for all 4 long arduous hours and it was a spectacle of idiocy from many people. Rob Ford and super-tool-extradonaire Frances Nunziata failed to recognize this opportunity as did other councillors.

I had the opportunity to speak personally with Kevan Pipe, David Miller, Craig Forrest and have 3 min interviews with each available as soon as I can get them up online.

Kevan pipe was shaking all afternoon even though the vote wasn't close. Very nerve wracking indeed as most of the speakers were against the project at the Ex. There was one point in which one councillor even proposed to put the stadium further south? Like where on the Rochester Ferry? I am at least happy that this got done and I think Pipe said it best when he said

"Canadian Soccer has drastically changed in the last 15 minutes"

Yeah, whoever told you that Ford was voting for the stadium and Ray Cho was against it was totally wrong on both counts. In fact Ray Cho is being heralded as a national hero on the Voyageurs board.

Watching it live on the internet was awsome.

Favorite moment. One Councilor proposed that the Ex. Place should utilize commercial development and wanted to put that into a motion.

Apparently, a woman Councilor behind him put him in his place by saying something like

"Do you know that the city get the Ex. Place for 1 dollar a long time ago. There was a restriction on it that forbid commercial development. It is for recreation purpose only"

She asked him "Do you know that?"

"No, I didn't" He said. (and she was smiling behind him,,,classic). He never did put that suggestion into a motion (I don't think).

My only problem is the plastic grass they plan to put in and that MLSE are trying to by the Argos and move them to this new stadium. What happen to this being a soccer only stadium. They will have trouble selling soccer in this city with plastic grass and CFL lines on the field. The argo's wanted nothing to do with the new stadium and should not be part of it period.

Looks a lot like old exhibition stadium to me. They should've left the old one be and just refurbished it, could've saved some money.

We'll they demolished it so here's your replacement. Ain't a palace but if it has seats, beer and bathrooms it should work.

Doesn't look anything like Exhibition Stadium to me. Nowhere near as large for one thing, but also the Ex never had seats all four sides of the field like these plans do, while it also had no spaces in between the seating sections like these plans do.

Ya, I was sorry to see the roof disappear too but we'll live. It's all for the best.

Damned right! We would have had a 22k seat grandstand with a roof on it!!!!!

The old Ex Stadium, pre Blue Jays refurbishment, had a 10k grandstands on the south side parallel to the touch line separated from the field by the old track.

That was a very decent 32k stadium. The redesign for the Jays wrecked the thing. Imagine the old grandstand with a small three sided horseshoe on the west, south and east!

It could have happened! It's not been gone for all that long.

Congratulations Toronto!

How sweet would it be if your team adopted the name Blizzard from the past! That would be awesome!

Just don't bring out David Byrne from retirement. Earthquakes fans will never forget that dude from 1983!

Ah. I'm afraid that was before my time in a way, as I wouldn't have been to Exhibition stadium at all until the Metros became the Blizzard and moved there in 79.

Did you get a chance to go down to City Hall yesterday, or to watch the Rogers broadcast of the discussions & vote?

I managed to catch a fair bit of the debate online. The negative comments had me sweating a little!

I am thrilled for Toronto. Most of all I am thrilled for Canadian soccer! IMHO, the location is fantastic and subject to an announcement from MLS that Toronto is getting an expansion team for 2007, this is the best thing to happen to Canadian soccer since 1986.

What I am disappointed about is the national coverage of this issue (what is new with soccer). Not a peep in the Winnipeg media (big surprise). From what I have seen not a peep in the national media (TSN, Sportsnet).

What has been said elsewhere?

I was in Ottawa and so busy that I wasn't even able to keep track. I finally had some time look up the vote via the www on my Blackberry. Phew. I was a bit scared.

BTW, here is a link to a photo that shows the old south grandstand. It was quite a size.

They totally ruined the stadium when they added the new south and west stands but I suppose they didn't have much choice if they wanted the expansion baseball club.

I am happy to see that the Lynx will be playing there too. Why is Vancouver building a stadium for their USL D1 team when they could apply for a MLS franchise. Maybe they should toss aside the Whitecaps and get in on the action. I'm sure all the pro's abroad would jump at the chance to be on the roster. Does inclusion into an already passionless, poorly marketed league let Toronto forget their poor USL showing this year? I think a promotion/relegation system between USL and MLS is the way to go. This would guarantee quality play on both sides, rather than the meaningless play-off structure now in place.

i have a feeling vancouver and montreal are waiting to find out how mls does in toronto becuase it was a big step for mls to expand to canada and i have a feeling mls would be less inclined to expand to 2 or 3 canadian cities before they see how it does in one first, as for your relegation system i couldnt agree more thats what mls is missing and it would definatly help interest in usl d1 if a major team gets relegated or a usl team has a good showing in their first mls season
