Why isn't the Canadian National team not playing any friendly games?
With all the leagues having a two week break due to International Qualifiers, why wouldn't the Canadian Soccer Association line up a few friendly games, since the players are available?

The players are available but the very short USL season already over the only ones playing regularly are those playing in Europe, and that means lining up friendlies with European teams on European soil. They've had some success in this regard getting matches with some pretty good teams on most available dates (most recently against Spain last month, and they play a not-so-good team next month in Luxembourg) but they weren't able to get one during this past week.
Hopefully if MLS and some stadiums come into Canada the next couple of years, as is looking likely, we can start playing more friendlies with North American based players in Canada.

Look to Europe and you will see where Canada has been playing most of its friendlies.
Hopefully there will be a few in Canada next year.

I think that with the WCQ just ending, most countries are not looking for any friendlies.

True, but come next March and the few months before the World Cup, there will be a number of countries looking for friendlies.
