Until today there's nothing official, but it looks that the teams that are closer to him are Barcelona and Arsenal.
One of the things keeping them to sign Vela, is the demand of the player to be signed to the second team of the institution, which means he doesn't want to play in the youth ranks of a club anymore. In the specific case of Barcelona he would be joinning the Barcelona B in the spanish Segunda B, the team that Giovanni Dos Santos is trying to join permanently.

I think its only fair for both of them, Carlos is due to debut in the 1st division and he has to go to a league where is the same or better level as the Mexican league.

I just hear in the Chivas game, that Carlos Vela will fly to Londres tomorrow, La Directiva is okay with his decision and is supporting him.
Arsenal, and one the big clubs of portugal (benfica or Oporto coulde be) are the ones that they talk, but it seems is Arsenal.

Arsenal is the club I would most want him in, if he has to leave Barca. Hope the deal goes through

I am happy to see that the directivos from all parties in volved are participating in the negociations. This will bring some dignity to the situation, instead of having big teams from Europe steal young players from clubs without the same clout because they the young players are impressionable and without official contract.

They should be in England now, the bad part is, that they have now extended the deadline for a final answer, the guy said that it would be before the end of the month, so that's like 2 weeks.

Not a good idea to me. What if he gets hurt right before he is leaving? I know it is not likely but why take the chance?

The article of today, from Mural:

I wouldn't doubt that.
