To answer your question about the state of the other stadiums:

Bern - In construction, completion in 2005.

St. Gallen - Construction to start soon, completion in 2004.

Zurich - Still needs a public vote next fall, completion in 2006.

Neuchatel - In planning, scheduled completion 2007.

Aarau - In planning, date mentioned was 2008.

Problems in Bern

It seems that the renovations of Wankdorf Stadium have hit a snag. There are supposed to be 8000 more places added to the stadium to accomidate Euro 2008. Problem is these will cost about 14 million CHF, and no one knows who will pay for it. The capacity will be at 40000, when and if the seats are added.
