Here is where I would place them. Bayren Munich I think is the biggest European club that doesnt play in one of the top 3 leagues(England, Italy,Spain.). I would say Lyon are right behind them as the 2nd biggest club that doesnt play in one of the top 3 leagues. I think Lyon right now are bigger than all of the other German clubs except Bayren. If you look at the German teams in the Champions League clearly Lyon would be favored over Shalke if they played them and we all know what happened when they played Werder Bremen last year.
Now obviouly things and times change. 5 years ago you would say Borussia Dortmund are a bigger club than Lyon. 10 years ago you'd say Marseille and Ajax are biggers clubs than Lyon but we are talking about right now here in 2005.
Lyon are a bigger club right now than any club in Portugal, Scotland, Holland, Greece, Turkey, Russia,etc. I think its easy to define where Lyon's place is in Europe right now. 5-10 years from now things may change. Hamburg, Hertha Berlin or PSG could be a bigger club than Lyon at that time. Who knows. It depends on if Lyon can keep making the Champions League and where they finish in the league standings and what other teams in other leagues do but right now we know where Lyon stands.

As a neutral - I would say that Lyon, Munich, Ajax, Porto, and maybe PSV are the three biggest teams that play outside of the top 3 leagues. I'd say Bayern being the biggest out of those five. Kind of hard to chose between the other 4.

They definitely rank higher than Porto, Liverpool, PSV, Lyon, and probably even Bayern.
The only teams I have rated higher than Inter are:
Chelsea
Juve
Milan
Barcelona
Inter would come #5 or #6 no doubt

Are we talking about biggest or best? I don't really see how AC Milan could be considered the top team in the world right now in terms of on-the-field results. Here are the best teams in the world:

How on earth do you rank Inter higher than Lyon?
As for AC Milan being ranked too high... The season is still young people. You can't just take a look at the Standings and make conclusions. If so, you should through Charlton on you top 5.

Well, they didn't win any trophies last season either, and they suffered perhaps the most epic collapse in CL history. They also nearly lost to PSV in a home-and-away series in which they were severely outplayed for 3 halves.

Seriously, I really hope that you're not talking about Lyon because not a single thing that you wrote above could possibly apply to Lyon, or Inter for that matter. So please qualify what team, that hasn't been mentioned in this forum, you are currently speaking of...........

I would place them on rank 5 or 6. Barcelona, Bayern, Chelsea and Juventus are above them, AC Milan currently is on the same level Lyon is.

When I'm talking about biggest clubs I am talking about on the pitch performance AND money/wealth/budget. In that case Milan is way ahead of Lyon because their budget and wealth is much higher. Ditto for Inter Milan. When you're talking about who are the biggest clubs you cant just use on the field performance you have to factor money/wealth/budget into it also. Lyon is way ahead of PSV in that respect because their budget its twice what PSV's is.

Arsenal are even a bigger club than Lyon in my opinion because they can afford and keep a world class goal scorer like Thierry Henry and Lyon cant and hasnt be able to lure a player like that. On the pitch both have done well the past 5 years in their domestic leagues which makes then more equal but in the $$$ deparment Arsenal has the edge so they are the bigger club overall.
