Here's some highbrow speculation (http://economist.com/printedition/displayStory.cfm?Story_ID=4274905) on Roman, from the Economist. Oddly enough, my favorite magazine represents my views in this pretty well. :)

Has Luzhkov asked Putin for his permission to sue RA? Nothing will happen.

Hah! Yuri seems to have forgotten what Putin did to Gusinsky when he tried to cause trouble the first time. Besides, Yuri's best friend, who's been getting fat off of Moscow contracts for years, just happens to be one of the richest men in Russia. Wonder why Yuri's not suing him? ;)

Basic aspect of plaintiff lawyering - look for the deep pockets. And on one's pockets are deeper than Roman's. Besides, in this case, Yuri'd be suing Sibneft, not Roman. Yawn.
