With the initial period of investment in We Are QPR PLC ending in October, it looks like they've fallen well short of where they wanted to be. I guess when it comes down to it, dropping (at minimum!) another 250 quid, on top of season tickets, paraphenalia, travel costs, etc. can be a bit much for most supporters.
I gather there's a feeling that a lower minimum investment would likely draw in a lot more supporters. And for my part, I agree; I'm not exactly living off the fat of the land right now, and while I'd love to drop over 400 bucks for a club who I'll be lucky to see once this year, I just can't. On the other hand, I could probably find a way to part with, say, 50 pounds, as a token if nothing else. And if everyone doing this was enough to get the scheme off the ground and it worked, I'd certainly look at investing a little more in it.
