Has Canada relesed its roster for U20 qualifying for the World Youth Championship later this month in South Carolina?

I don't think it has, but I could have missed it at some point.
This was the roster for a recent tour of Costa Rica a few weeks ago. Not sure how many players were missing for the games in Costa Rica. The roster should be released in the next week or so...
If you want to be technical, I think the team that was sent to Costa Rica was called the U20 Developmental team and not the U20 national team.

I think the only two players missing from that roster are strikers Iain Hume and Alex Chursky.
Last week, Hume scored his first goal for Tranmere's first team, then turned 19 a couple of days later.

Thanks, I always wondered what how he was doing at Seattle U. Good to see he has been called up to the U20 squad.

MEN'S U-20 TEAM ROSTER ANNOUNCED
Mitchell Names 18 Players for Qualification Tournament in Charleston
Ottawa, Ontario - The Canadian Men's Youth Under-20 Team will begin their attempts to qualify for their second consecutive FIFA World Youth Championships when they travel to Charleston, South Carolina for the CONCACAF Qualifying Tournament from November 13-17.
Canada will play El Salvador on Wednesday, November 13 and Haiti on Friday, November 15th, before concluding the tournament against the host nation, USA on November 17.
"We have to play three good games in five days" said Canadian head coach Dale Mitchell "the boys have had some success on several projects over the last year and a half and I'm confident that the boys will get the job done here in Charleston"
Mitchell will have Atiba Hutchinson, who was included in Holger Osieck's World Cup squad for the October 15 friendly match against Scotland. The senior call-up was the first for Hutchinson. Mitchell will also have European-based players available such as Iain Hume from Tranmere Rovers, Elliott Godfrey of Watford FC, currently fourth in the English First Division, and goalkeeper Daniel Fernandes of Spanish giants Celta Vigo.
Goalkeeper Alim Karim was a late addition to the roster, replacing Simon Rayner due to an injury.
The top two teams will advance to the FIFA World Youth Championships held March 25th - April 16th, 2003 in the United Arab Emirates.

What happened to Simon Rayner? Wasn't he supposed to be one of the keepers? Who is Alim Karim? Has he been called to a national team before?

Rayner has an injured thumb. Krim has played for Canada before. I believe he was on the U-20 team that participated in the Houston Tournament a few months back (Beat US, lost to Mexico 1-0 finished game with 9 men).
