On 17 October 2002, the Caribbean island-nation of Aruba was the scene of a groundbreaking ceremony for the FIFA GOAL project. Ramon Lee, Aruba Minister of Sport, symbolically broke ground to commemorate the official beginning of the project.
The event captured the public imagination and involved more than 100 enthusiastic participants, including members of parliament, officials of the Arubaanse Voetbal Bond (national football association), representatives of other sports bodies and specially invited guests.

Their names may be poles apart on the register banks of most people. But the Caribbean islands of Cuba and the Turks and Caicos have been treated with equal weighting by the FIFA GOAL programme. The national associations have become the latest members of a growing club that has received funding to develop football locally.

And in Castro country it has not gone to waste. The Escuela Nacional Mario Lopez Alfonso will effectively become the new home of Cuban football. Together with members of the Cuban national U-17 and U-20 teams and the Cuban minister of sport, Humberto R. Gonzalez , GOAL Bureau member (CONCACAF), Harold Taylor and FIFA Development Officer, Keith Look Loy, inaugurated the facilities in Havana on October 26.
