Could be that three stars corresponds to the DC flag? He is from balmer, but maybe he adopted DC (and vice versa) so he got a DC inspired tattoo.

I visit La Norte... (And btw Puck was not able to attend this game so dont blame him... :D)

(Only quick thinking Norteno's kicking me out of their section saved DC United from giving up a goal! hahah)
