you always hear about stock prices moving after hours. who is doing this trading? and why can't the public trade after hours?

It is easy. If you invest through an online broker, most can place bids or offers through ECN's (electronic communication networks) like ARCA...

ECN trade volume is significantly less than normal volume, and bid/ask spreads are much wider. So, beware.
