You also forgot Steaua Bucharest in the EC/CL list.
From UEFA.com
Fairs Cup
The UEFA Cup replaced the Inter-Cities Fairs Cup in the 1971/72 season. The list of finals from that competition are listed below, but please note that the Fairs Cup is not considered a UEFA competition, and hence clubs' records in the Fairs Cup are not considered part of their European record.

English clubs also have a better ratio of finals/wins. 12 Finals, 10 wins.

See UEFA Country Ranking 2005 (http://www.xs4all.nl/~kassiesa/bert/uefa/data/method3/crank2005.html). Not official, but has been very accurate in the past. It also gets updated on regular basis during the season.

Well, Holland has around 16 million inhabitants.
Although I think the top Portuguese clubs have a bigger budget than the top Dutch clubs.
