Is there a distance that a player must be from an opposing player who is taking a Throw-in? Could you perhaps stand very near the touchline to block a flip throw without a being given a foul?

I believe you can stand right in front of the thrower if you wish, but if he moves to avoid you, then you can not move with him. You also may not jump or distract the thrower.

As of July 1, 2005, 2 yards/meters. New addition to the Laws of the Game.
Note - implementation date may vary for leagues that begin the season before July 1.

I think it is a good idea to make law change in this case since most of the games I am doing start problems when a player stands in front of another player thrrowing it in although I don't understand why they don't move one meter to either side. This is an especiality (is this a word? :)) in the Open and O/30 Leagues we have here.
