Short answer: No.

(unless you have a separate save before the point you overspent)

If you can sell some players. If not, then if you release enough players the amount of salary you have to pay will be lower.

That won't help you reverse a 'game over' though.

I wish they would change this. At least in WE8 they make the 'game over' amount specifically defined so you know exactly how much you can spend. I wish they would just dock points in the standings or relegate you or something like that rather than completely end your game.

I might be being obtuse but it's game over if you go into negative funds. The amount you need to pay your team is onscreen during the whole season in the ML Menu. You just have to figure out how much you need above that to afford to buy players.
I do like the idea of docking points or relegations (similar to if teams go into administration in the UK) if you have a negative balance though.

Why would you have to start all over? Hopefully if you've played 15 seasons you have quit and saved at some point where you can "restart" from!!

If you haven't made a backup save and have auto save on, after the final week before the end of the season, you may not have the money to cover expenses and have no way to recoup money/lower salary. Many people seem to be caught by this. It's important to keep an eye on the financial info in the top right corner of the menu screen.
