Ok, the top teams from each group qualify, but how does 2nd place work? I know it's suppose to be the "top 2 second place teams", but how do they determine those?
I hope it's not by points, because that's an unfair advantage to teams who play in a group of 7. They will have an opportunity to get 6 more points than the 2nd place teams in any of the 6 team groups. And those 6 points are almost a given because the extra teams in each group are all bottom-feeders (Luxembourg, Andorra, and Kazakhstan)...
