Ok so I have a Dell notebook with a DVD burner. I'd like to transfer all my game tapes to dvd's.
Can I do that with my notebook?
How?

You need some sort of cable to hook up your tv to your computer. I think it's a Tv capture card.

Yeah, there's plenty of usb tv tuner/capture cards out there. There are capture cards without tuners, which might be cheaper if you don't want to watch tv on your laptop.
Hauppauge WinTV PVR2
ATI TV Wonder USB 2.0
Other companies include Pinnacle, Aver, Leadtek, and Plextor.
Some can burn on-the-fly, others you'll have to record to your hard disk and then burn, but that allows you to edit if you want (take out commercials, do your own voice over/commentary, etc).

There are also a few DVD Recorders on the market with VHS onboard for transfers. Panasonic's model is the best IMO, its at best buy for around 250..

How did I miss this?
We are working this same problem here at work - but we are trying to capture 4 video streams simultaneously, preferrably on a laptop. Which appears impossible.
One, OTOH, is easy. There are lots of inexpensive (relatively) frame grabbers available for USB or even CardBus (or whatever those PnP cards are called nowadays on laptops).
For the software end, most of these will come with some shoddy software that should do the job, but there are some excellent freeware/open source alternatives. VideoLAN and VirtualDub are two of my favorite open source video tools.

I've got a Hauppage capture card and I use virtualdub. You need a tuner, too, I use Amcap. I don't have a DVD burner, so that end is still murky to me.
Some of these things work on xp, some not. You need to make sure what you buy is compatible with your hardware/software.
