Is he one of the top 5 Russian players in the world ? Top 3 ?

In no particular order
1) Sychev
2) Kerzhakov
3) Loskov
4) Izmailov
5) Smertin
Those who failed to make it were: Arshavin, Zhirkov, Akfineev, Evseev (I cant think of any more)
All better than Semak.

If thats the case then why didn't PSG try to get one those guys instead of Semak ? Do they think they should buy him or let him go back to Russia ?

No there's no way on good's green earth those guys would condiser moving to Paris.
Kerzha maybe.
Loskov (no way - signed a new deal - I will not let him leave Loko)
Smertin (nuff said -Chelski might ge rid but I doubt it)
Izmailov (Loko player - no way)
Sychev (Has disastrous memories of France)
Zhrikov (We have Rothen)
Evseev (Loko player - not leaving - he is too much of a superstar to leave)
Akfineev (Maybe? But maybe too young for a move abroad?)
Arshavin (Possible - But highly doubtful imo)
