The rest of the article basically says that they are being punished because the fans were throwing all kinds of things at the Mexican players(such as coins, bottles and fruit). They were also fined $23 million dollars. They are appealing saying the punishment was too harsh and that no one was seriously hurt.

Actually not quite that much only 20,000 Swiss Francs or $17,000 or so.
They deserve it though, they've done this before throwing such things as coins, batteries, coke bottles, beer bottles etc at all opposing teams in each game in Saprissa. I'm glad someone (aka FIFA since Jack Warner is a pu$$y) decided to do something about it.

A question for Costa Rica fans. In recent years, the tico press has frequently stated that CONCACAF (and perhaps also FIFA) is biased against Costa Rica. This latest decision has brought new charges of bias. So--do you think it's true? And if so, on what do you base your opinions?

why would fifa be biased to costa rica? i do not know.
this reminds me about that america game that was closed doors. it made a playoff game seem like a dumd friendly. but at least with no fan noise you could hear all the swears, insults, and things they were saying

How stupid FIFA/CONCACAF is, it is just un-********ing-believable!, i cant believe they did that, so if the punished CR, i guess Guatemala should be triple-punished, after the UNCAF tournament, that is just insane!, they just want CR out of the WC, but ********´em, CR will qualify, just for them!

Can people that feel like FIFA is PRO- every country except Costa Rica-- explain how this is???
Why would it be in their disinterest to not have Costa Rica in the WC?
There isn't much FIFA can do when people vocally abuse players, but when you have people throwing things then it pushes it to the next level... perhaps the consquence is slightly harsh but it serves a purpose... that purpose is to avoid such behaviour from happening again.

so do you think CR is the only country where fans throw things against referees/other teams ?
I am sure that your answer is a NO.

No, but it's not like FIFA has an axe to grind against Costa Rica.

Dear Tico fans,
I believe I can perfectly understand your frustration and anger for FIFA's desicion. But what I cannot understand is why some, I'm saying some Ticos have to bring Guatemala in this bussiness, when we have nothing to do with this matter. UNCAF is history, and we also had to pay a very very high price with the Mateo Flores incident, leaving 80 people dead a few years ago.
I believe Guatemala can be left out of the topic.
I'm sorry if I sound rude, but please understand my point. :(

Anyway Costa Rica should have no difficulties to beat Panama, should they ? They played great soccer at the WC 2002, has the team changed a lot ?

This is surprising considering that the FMF (Mexican Football Federation) said they wouldnt pursue anything after the incident.
I dont see how some Costa Ricans here feel that they are the victim of a witchhunt. If any fed was the victim of a witchhunt it was the FMF.
Just a couple incidents off the top of my head...
Jesus Arellano getting suspended for 3 games 6 months after a small altercation with a Costa Rican player (and it was reduced after the elections)
Warner threatening to punish the FMF for not sending a full squad to the 2002 Gold Cup, KNOWING that every other teams as didnt send full teams as well.
The Costar Rican fed wanting to punish the FMF and Club America for not sending thier full team.
During the last Concacaf elections, not allowing the other candidate an opportunity to speak.
