Universal DVD player? Decoding DVD player?

Plain and simple I'm trying to find out how to play DVDs from Europe in the US. I've looked up some DVD players on the net that supposedly play DVDs from all regions, then someone told me you could "decode" any DVD player to watch DVDs made from other regions. I searched the boards and couldn't find anything concrete, like instructions. Help? Thanks.

hell, here in Norway most stores decode d.v.d. players free of charge. They just pop a special disk in the player and voila.

Most players are already sold as zone free, anyways.
