Why weren't English teams in the Champions League?

I was watching Manchester United vs Lyon(I think) and the annoucers were talking about the in the past how English teams weren't in the Champions League and how that had hurt them in the past CL competitions. Why weren't they compeating in the CL?

They were banned from European competitions back in 85 after 39 people died in Brussels Belgium after riots broke out before the game between Liverpool and Juventus :eek: They were banned for 5 years!
