Well judging by the haircuts I would say YES!
One things is clear, I really don't dig the colours.
What kind of symbol is that on their jerseys?

right below the goalie is Johan Cruyff, so it must be dutch team.

picture looks like early 80s, late70s, a time when Lothar played for Möchengladbach (green-white jerseys), so I guess its not him.
