View Full Version : Correct restart after caution away from the play

Referees are running a dual system.
Ball is down toward one penalty area.
Two players are jawing near midfield.
Play ends up with the goalkeeper with ball in hand. While goalkeeper has the ball, referee on the opposite side of the field blows the whistle and issues a caution to one of the players who was jawing.
The other referee takes the ball and drops it at the feet of the goalkeeper (which I thought was the correct restart).
The referee who issued the caution blows his whistle calls for the ball and then restarts with a FK (I wasn't paying attention if it was direct or indirect because I was hollering that it was the wrong restart) for the team whose player was involved in the altercation but wasn't cautioned.

Was I correct?

Since you mentioned that it was a dual system (not sanctioned under USSF), I am going to guess that this was a high school game.

If it was a high school game, then you are correct. When you stop play for misconduct under NFHS rules, the proper restart is where the ball was.

Under USSF Laws, the proper restart is where the misconduct occurred (if the misconduct was by a player).

atr - 12.25 RESTARTS FOR MISCONDUCT
If play is stopped solely to deal with misconduct committed by a player on the field, the proper restart
is an indirect free kick taken from the location of the misconduct (subject to the conditions imposed by
Law 8 and Law 13).
the ball was in play (keeper possession).

if high school, then the restart is where the misconduct took place. an ifk for the team not committing the misconduct.

WRONG -- this is one of the significant differences between USSF and NFHS -- in HS, restart is where the ball was.

The restart itself is the same for both -- IFK for team not committing the misconduct. But the location is different. At the location of misconduct for USSF as quoted above. At the location of the ball according to Rule 12.8.1 in NFHS.
