Why not? The ball only needs to be kicked and moved. Flicking it up with a foot is certainly a kick that moves the ball.

At a season ticket holder event, someone asked Richard Mulrooney where he got the idea to do the flick-up on the free kick...he said FIFA 2002 for PlayStation.

As long as the ball moves the equivalent of one rotation on the ground (the circumfrence of a ball, or about two feet), it is legal. I have an old EPL tape with a great full volley over the wall off of a ball flicked up on an indirect kick.

The ball is in play once it is kicked. It does not have to move one rotation. That was the requirement several years ago for a kick-off.

In my opinion the sublime Ekelund goal should be the goal of the year hands down.

It is in play from the kick-off when it is kicked and moves forward. If it moves backwards, it is not in play, it is an illegal kick-off and it must be taken over by the same team (ball never came into play).
But you are correct in that it does not take any specific amount of movement. If it wiggles in a forward direction, it is in play.

We were talking about a free kick not a kick-off.

It is legal. Once the ball is touched (with little movement) it is in play. That is easily top 3 for GOTY. Absolutly amazing.
