It's an online bookmark manager. You use labels to organize the bookmarks. The most interesting feature is the 'social' aspect. People can share bookmarks, allowing you to see how many other people have bookmarked that website. You can then surf to their bookmark lists and see what else they have.

Interesting enough but hardly groundbreaking.

I use http://www.mybookmarks.com which not only allows you to make all your favs public but also has a much neater import/export feature which is great for sharing all your favs between a number of PC's eg. my work PC, home PC, wife's PC etc.

The important feature isn't having portable bookmarks. It's the fact you can see how other people use their bookmarks.

Also, the ability to place tags or labels on the bookmarks mirrors Gmail's system for organizing e-mail. I personally find it a better system than sorting bookmarks into individual folders.
