I'm going to be getting a new computer soon and will need to move my iTunes library. The question I have is when I move it, will it move all of my settings (like play counts and ratings) along with it or will it simply copy the music? How do I move it to retain my settings, or is this even possible?

Are you on a Mac or a PC? On a Mac, it's pretty easy to just copy the Library and Preference files to the new computer.

DO make sure to Deauthorize your computer BEFORE moving.

In short, Advanced -> Deauthorize

This makes sure your old computer is no longer "counted" against the 5 computers you can play iTunes MS files on.

By default on a PC the Library is located in Documents and Settings\%username%\My Documents\My Music\iTunes. There are several sub-folders under there but just grab that one and xfer it to your new PC. Do this as Administrator or owning user with admin rights or you will get copy errors.
