I think that was Portugal`s first taste of penalty-shoot outs, right?
Let`s see which countries have had to suffer the most under the intensity known as "penalty-shoot-out".

You should include Copa America and other sporting events. The US lost a pk shootout to Colombia at the Gold Cup 2000. They beat Mexico at the 1995 Copa America. I cannot name other teams right now, but I am sure the US-mexico ok shootout was not the only one in the history of Copa America. So some other South American teams must have done it.
Bulgaria also beat Mexico at the 1994 WC Finals.... the quarterfinal????

The US also beat Canada in the 2002 Gold Cup semi-final.

Mexico beat Peru in a pk shootout in the quarterfinals of the 1999 Copa America. i think that's the only time i've seen them win a shootout.

Penalties are cruel - great to watch from a neutral standpoint, and the best way possible to win a match (Ireland vs. Romania, Italia 90 - holy crap), but when you lose them (Ireland vs. Spain, South Korea/Japan 04) you are so devastated that you just cannot believe it. I just sat there watching (but not actually taking in what was coming from) the TV for about 15-20 minutes afterwards, like a zombie.

I think it's actually the worst way to win a match, penaties winners will never be able to take out the "lucky" karma, so, for many people (specially the ones who lost, of course) it's no way to legitimate a winner, even less if the penalty shots decide a final. I personally believe there should be other ways to define tied matches, or at least the championship finals, kind of like in the "5º long set" in tennis grand slam matches, where the players must keep on playing indefinitly (with 6 hours plus examples) until someone come up with an advantage. While some may find it unhuman to force players tho play so long. I believe that to be a champion you have to score more than your opponents, even if the last goal is made for beeing the last man standing in the field.

golden goal until someone scores...
this keeps clown teams like Argentina '90 from going for PKs every game. Plus its a much more fair way to decide games.

I am against abolishing penalty shoot-outs. They are probably the most emotional thing in a football game, even for neutral fans. But of course it is understandable that an englishman or a dutchman thinks different, because loosing a penalty shootout is perhaps the most cruel thing for a fan...

Wev'e just won a shoot-out, and we're over the trauma. I think it would be more cruel for German fans to see their pathetic being knocked out of the group stage time and again in the euro champs :D

Correction on the statistics for Argentina.
They've been involved in 3 penalty shoot-outs.
In Italia'90, they went to PKs with Yugoslavia in the quarter-final when Maradona incredibly had his effort saved...but Argentina went on to win and face hosts Italy in the semi-finals. Italy lost when Sergio Goycochea saved the penalty taken by Serna (was that his name? Also Donnadoni missed).
Argentina's third penalty shootout was against England in St. Etienne in the Round of 16 match known for Beckham's childish antics that got him a red card. Batty missed the decisive penalty that sent Argentina into the quarter-final.
As for my own country, we've experienced penalties once in 2002 against Spain in the quarter-finals. It's nail biting and emotional and honestly, when we went to penalties, I thought we were for sure going to lose. But surprisingly, all five spot kickers (Hwang Sun-Hong, Seol Ki-Hyeon, Park Ji-Sung, Ahn Jung-Hwan, and Hong Myung-Bo) put the ball into the net. It's a cruel way to go out really, but what's the better alternative? Play until no one can run anymore and then have a fluke shot go in?

mexico hasn't done so good when it comes to penalties at club or international level. my dad told me about 86 when mexico lost to germany. he said several players cramped up and that it was devastating, cuz mexico got so close to semi's. speaking of 86, has anyone else seen teh brazil-france shootout, when the ball hit the post and the keeper hit in with his heel? was that the first time a keeper had done that?

Actually, Goycochea's performance in WC 90 was one of the all time great runs of keeping.
I actually like penalties. It separates the men from the boys, and I say this as a boy when it comes to penalties. Throughout my youth career, I was pretty much the star of my team, but let me tell you, I really sucked at penalties. It's up to a coach to find who can handle the pressure. Obviously, Baggio's miss may be the most famous, but he had way too much pressure on him and the coach needed to find someone else...
