I have no idea if it'll work, but I'm trying to convince my boss that I need to take a trip to Birmingham next April ... while the Toffees are in town to play Villa. I've never been to an Everton game, and was curious as to how/if I'd be able to get tickets in the away section?

I'd recommend you contact our Supermodress, sarabella, to see if she can help. Sara has contacts at Everton FC, and might be able to get you tickets with the Everton away supporters.

If you try to get tickets through the club's ticket office, it might not be easy since they sell the club's ticket allotment through a seniority like process, where season ticket holders and fans who attend away games frequently get the first chance to buy tickets to the Villa game, followed by fans who attend away games infrequently, followed by fans who never attend an away game.

The other option is to buy tickets directly from Aston Villa. The tickets available tend to be pricey (40 to 50 pounds) and not necessarily great seats, but at least you'll be there in person to enjoy the game.

Everton sells tickets in the Away Support section for road games, but as mentioned above, the allotment might be sold out for a popular game such as Aston Villa. The away tickets are sold at the Goodison box office, and, I assume, on-line.
I attended the away game vs. Blackburn in March, a poorly attended mid-week 0-0 yawner, and got a ticket at that Goodison window. Ewood Park also had a window specifically for tickets in the away section. I suppose Villa Park would have a window like that too.
But inasmuch as this figures to be a popular game, it's probably a good idea to use the Everton USA connections to secure tickets as soon as possible. You wouldn't want to go all the way to Birmingham and not see the game.
