Not sure when they changed it or whether it will be used FIFA-wide, but here is a good link:

OK. so its Goal difference in a tie-breaker between two teams

if its between 3 teams, then its based on head-to head

so if all 4 teams end with 4 points....they will go by head to head....but if just Portugal and Greece are tied....Goal difference will decide it

of for crying out loud. what a horrible backpass, and the keeper did not have to touch that. could have booted it.

Spain-Portugal looms large.

He didn't touch the ball with his hands, he was about to, then remembered that he shouldn't.

a russia supporter drunkenly runs onto the pitch, heading for the tunnel (?)

the free ball was a 50/50 with pauleta - a boot probably would have gone right in the goal

figo wants the FK... just wide

He didn't touch the ball with his hands, he was about to, then remembered that he shouldn't.Agreed. There was clearly air between his hand and the ball on both replays. Russia got hosed.

Where did the alleged handball occur, for those of us who can't see the game? Top of the box, side of the box?

top of the box, just a couple feet outside. announcers not sure he touched it. even the magnified replay is equivocal.

Wow. The replay makes the red look harsh, indeed. Even if his hand touched the ball, it is not clear he intended to.

Bad break for Russia, but at the same time hard to fault the referee given the way it looked at first glance. Crazy play.

The keeper did not touch the ball - just look at the spin, it never alters in direction. That said it would have been almost impossible for the ref to spot that. It will probably be revoked after the match.
What it does do is put into context the non-dismissals of Silvestre and James in the England-France games.

remember it doesnt have to be his hand - it sure seemed like he dropped his forearm right on that thing to stop its motion
