No, racism can occur against American Indians or Asians, Pacific Islanders etc. The group itself doesn't matter so long as it isn't the dominant group in the given society.

I'm white and people have been racist towards me....
I went to play soccer with mexicans (illegal immigrants) and they told me no white people. I was shocked. But who wants to play soccer with mexicans anyway. Everyone knows they are dirty and have smaller brains.

Racism has nothing to do with dominance or power. Plain and simple it's hating someone solely because of their skin color.

No. That is racial predudice. Racism is systemic and institutional.
See, if I tell myself that white people are scum and that they are not to be trusted, all I have is prejudice. I might be able to affect people in my circle of influence or the random person the in street. However, that doesn't mean that there are a set of privileges that every gives to me because I'm not white. It doesn't mean that my promotions won't get attributed to affirmative action or a need for diversity. Racism is sooooo much more than someone's opinion of you. An opinion might hurt your feelings, but when it is institutionalized, it becomes something akin to law. Hegemonic, if you will. Now, I could be racist in Trinidad. Even though the population split is close to even (racially speaking) the country has a history of black leadership. Racism cannot occur.
