Perhaps the question should be restated then to "Which World Cup increased the popularity of the game in the Unites States and made the most money?"
Put it here again, and I have no doubt that it will make tons of money, perhaps recordbreaking amounts.
Look.......... any World Cup with a 0-0 tie and PK's deciding the cup is not the best World Cup.

Well, you stole my thunder... Any WC ending on penalty kicks should be AUTOMATICALLY excluded. Also, any WC in which Italia is eliminated on penalty kicks (1990, 1994, 1998) should also be excluded. Any WC in which the best team (Spain, as difficult as it is for me to admit it...) and several other good teams are hamstrung as part of a FIFA plan to spread things around a bit (2002) should not be considered.

Best WC for ever was 1990 in Italy, the best fan activities and free buyed tickets.
1994 was not bad too, but to organized.

1994 was the greatest for me cuz i saw Roberto Baggio in full flight for Italy.
Gheorghe Hagi for Romania was spectacular (brilliant strike vs Colombia in first round)
Hristo Stoichkov for Bulgaria lead them to the semis and 4th place.
A Russian Shalkenov i believe scored 5 against Cameroon in a 6-1 game.
My first taste of football really, Great WC.

Shame about what happened on the field though. I'd say it was the second worst World Cup I've seen, after 1990 (which was by far the worst, imo). Ironically, my choice for the two best were the two held in Mexico:- 1970 followed by 1986.

1986.....the greatest goal in World Cup was scored by Maradona by dribbling through half the England team....plus the "hand of god" goal.

This shouldn't be a question, but a statement.
1982. Easily. 1990 would be a reasonably comfortable second.
1986 really had nothing particularly spectacular about it, save that one match.

How can anyone claim the 1990 world cup was the best! It was by far the worst. The earliest world cup I can remember is 1986. So I can’t comment on any before that.

I'm 29 so obviously my perspective is limited particularly since I haven't seen much in the way of highlights from any cup pre-'86. I saw a little of the '86 cup, and the majority of '90, '94, '98 and '02, if I had to rank them I'd rank them:
1.) '86
2.) '02
3.) '98
4.) '94
5.) '90
I actually think '94 is up there with all of those but the final was so putrid that it really falls due to that. That final actually really harmed the sport a great deal in America (not that this is any standard), ending any kind of championship in that manner is a disgrace in my view and to most Americans, a running joke at the time that July was that, "ending the World Cup with penalty kicks was like deciding who won WWII with a game of horse shoes."
From what I've heard the true classic cups were '58, '70, '74 and '82, w/'86 rounding out the top 5 due in no small part to Maradona. Generally talk of '82 and '70 is usually in hushed tones over how amazing those cups were. I missed both and have only been able to see tiny miniscule moments on video, so if anyone did see them please expand on why (or why not) they were generally regarded as so special. I wouldn't mind hearing about '86 either, as I was only 11 at the time and only saw about three or four games.

Sure Jaysus I'm only a year older than you, and have to say that the finals of 1970 were hands down the greatest tournament ever. Pele reigniting a fantastic Brazil team, including a classic match against Bobby Moore's England, followed by the Brits going down to the Beckenbaur-fuelled West Germans (who then lost the Italians in the semi finals producing one of the greatest matches of all time.)
