Hiddink can coach City from January to May. If Russia qualify, then he could be their coach for the World Cup in June-July. His contract ends after the World Cup.
The last World Cup qualification game for Group 4/Russia is October 14, 2009.
Playoff will take place (for second group finisher) on 14 and 18 November 2009.
Hughes is a good coach but I rate Hiddink higher.

Hiddink would be good but Mourinho would be my choice. Confident, cocky, a perfect thorn in Bacon Face's side as he proved with Chelsea. Hughes has a season to do something, the owners have been good to give him this long as other rich clubs like Chelsea would have sacked him by now.

Hiddink is the right choice for American Football teams, let alone City.

Personally
I don't think it's the time to speculate about a new manager when the new season has not even started. I feel the signings made this summer so far have have been quality additions to the squad!
Were all Blue's and should stick together support the club & it's staff. Leave the negative stuff to the press and opposition management & fans.

I hate to say it, but I predict I will be calling for Hughes' head before Christmas.
